Tiles Appear All White in Unity Play Mode

Question

I can see the tiles in the editor, however, when I go to play mode, they disappear. The white box is meant to be a bridge (they're two separate tilemaps that overlap).

After removing the sprite atlas and reimporting all assets all sprites and tiles appear.
