Unity File Creation and Modification Date Problem

I'm having a problem with the way Unity updates file creation and modification dates.

On my system, when Unity updates files, it changes the file creation date but leaves the file modification date unchanged. This is non-standard and is a real nuisance as Windows normally only displays the file modification date. Is there a reason for Unity behaving in this way? Is there a fix / workaround?

I'm running Unity 2017.3.0f3 (64-bit) under Windows 7.
