Like any reasonable site where you can rate something, it won't show the rating until enough people have rated it. As far as i know this minimum rating count is about 3. Note that you shouldn't try to force or manipulate the rating. Any reasonable rating system would detect such manipulation and may just ignore them completely. So rating your own asset makes no sense. The rating system is there to provide an unbiased review and rating by other people.
As soon as enough ratings have been collected, the information should be updated. Maybe there's a human verification step involved on the Unity side like it's done on Youtube's rating system. They won't tell you how the system works internally since it's made artificially complex to prevent the abuse of the rating system.
So the short answer is: No, you as a single person can not force change the rating of an asset as this would circumvent the purpose of an independent rating system. Just wait for other people rating the asset. If you are the developer, kindly ask your customers to rate the asset when they bought it.
@TarekNassef If I am correct, I little while after downloading an asset you should get an email from the asset store asking you to rate the asset. I'd assume that's where you'd be able to do this.
