GPU usage and FPS have suddenly dropped significantly for my project and several others that I've tested

Suddenly my project, which is a demanding 3D ARPG, went from 99% GPU usage and ~150fps to 30% GPU usage and only 50fps. No matter what I do I cannot get the GPU usage to return to maximum like it used to do. I've tried:

  1. Disabling Windows HPET

  2. Installing year old nvidia drivers

  3. reverting back to 2017 Unity LTS

  4. Using Clockblocker to FORCE max gpu usage (which unity somehow overrides and puts back down to 30%)

  5. Opened my project on different computers

  6. Opened other peoples demo projects from the asset store on mine and other computers, all with the same new issue, minimum gpu usage.

  7. disabled all forms of sync (v-sync, G-sync, fixed refresh rates, etc)

  8. Tested with non-unity games, such as WoW, and they are working well with 99% usage and hundreds of FPS

  9. The only way I've been able to get GPU usage back up is to set my game's resolution at something absurd, like 10,000 x 5,000, which will then bring gpu usage up to near max (but not 99% strangely) but obviously with low fps at around 20.

I'm feeling a bit crazy here because no one else seems to be reporting such a dramatic issue, and yet I've tested multiple demo assets from the asset store, and none of them are utilizing the gpu, and not just on my system, but on multiple different computers that I've tested with, using both nvidia and AMD graphics cards (1080, 1070, 5700 XT), and multiple CPUs, (i7 3770, Ryzen 1700x, 2700x). Does anyone have any further ideas on why this might be occurring? Perhaps a recent Windows update has messed something up? Or if there are any other channels that I might pursue this in?
