How To draw line or elastic line around circules

Hi All alt text can any one help me or give me the best idea or asset to to make an elastic line or simple line around external circules surface. inf : Circules can be sphere or cylinder and we can move them by dragging. the moste important things is how to keep line on the edges of circules when on dragging. every thing explained on the image .
