Surface Snapping Not working.
Currently trying to help a friend with Unity. They were taking the same class as me, and in the very beginning we were supposed to use shift + ctrl to get a cube to touch a plane... Mine worked, but his didn't. We downloaded unity at the same time, and checked off the exact same things... But for some reason his surface snapping is putting objects halfway inside the other objects! Vector works, but surface doesn't... And even stranger once a rigidbody is added, both surface and vector snapping completely stop functioning on his computer. The square shows up for it, but once clicked on and moved it moves as if you weren't holding down the keys for it. What could be causing these errors? We tried reinstalling unity and everything!
This is happening to me as well. The weird part is that Snap-to-Surface was working just fine a few days ago, then it just stopped working in the way you describe above (now it snaps the small cube so that it's inside the ground).
I tried fresh installs of 2019.3.11f1 and 2018.4.22f1 (LTS) and still saw this issue. The way it just started happening randomly makes me wonder if it's an issue/setting in my system that started this.
try installing pro grid from the package manager , it has better functionality ,

Try changing the "Tool handle position" setting to "Center". That's the setting at the top of the editor next to Local/Global. This fixed the issue for me.
this fixed it thanks. the snapping turns on with global. which is also shown with the button to the right of the global button.
