Can PostProcessing Volume in URP work on specific layer?
I'm using Unity2019.3.0b7. It seems "Volume" in URP doesn't support work on a specific layer and I find I can’t set camera clear flags with URP now. So I can't use multi-camera either. I want PostProcessing to work only on the "PostProcessing" layer, what should I do now?

Change the layer of the GameObject you have your Volume on to whatever you desire, then modify the Camera's 'Volume Mask' (under the Environment header) to match.
Works great, thanks! (idk about the performance with multiple cameras though...)
