visual effect graph vs bloom conflict

I created a heat distortion visual effect graph in my project. everything works fine until I had the bloom effect. a black box will appear on the heat distortion visual graph area. is that because the URP doesn’t fully support the visual effect graph yet? if I delete the bloom, the black box will disappear. I’m using Unity 2019.4.12f1
