Why do my inputs stop working after switching target platform?

I am working on a game in Unity 2019.2.7 and I have been working on it with the target platform set for Windows. I decided today to try porting the game to Universal Windows, but when I switch it to the new target, all inputs stop working in game. I can't move with my keyboard, my xbox one controller, nothing. But when I switch it back to target for Windows, it starts working again. Any idea what the problem could be? Ive tried resetting the input settings, ive tried restarting and moving my assets to a new project, ive tried moving to 2019.2.4 and 2019.3 but both continue to have the same issue.
