Unity 2018.2 webGL makes canvas fullscreen with any click

Question

I don't want to make canvas fullscreen with any click,

but even a click outside of the canvas will turn unity fullscreen mode.

Is this a bug? How can I disable this?

Same issue 2020.3 It wants you a click to anywhere...
