Point Lights disable when parented to too many objects
I've noticed this weird bug where lights parented to objects that are also parented to other objects will turn off, but then will turn on again after removing it from the object.

never heard of them disabling when parented to too many objts..
but There is actually a max limit to the ammount of point lights you use in a single render because they can be quite performance expensive. When placing down to many some will stop working to prevent frame drops.
you can change the ammount of allowed point lights in edit->project settings->quality
