If I buy art in the asset store can i modify it?
For example if a 3d model I buy from the asset store was created with maya or some other program can I upload it in maya and modify it by adding new clothes or detail the skin better on the character, more accesories to a car, more details to a building in an environment, better detail to grass or overall environments and etc.)
As per EULA for Asset store, you can. It clearly states that:
Except for game services software development kits (“Services SD$$anonymous$$s”), END-USERS may modify Assets.
The ability to actually modify the objects also depends on how they where made. Changing clothes can be tricky. But you should legally be allowed to
