Accessing Local Computer Files
I've heard a flaw with the Unity editor is that you cannot access local files, and I do not really want to build my prototype every time I want to test it. So is there a way around this, or do I have to do it the hard way? I use c# if that helps. (Also if this is false, can you let me know)

A lot of things I test in my projects I test by hitting the play button near the top of the editor. rather then making a build to test

Who the hell told you that? There is no limitation when it comes to the Unity Editor except for platform dependant features (in most cases).
I don't think I can give a more detailed answer :(
