Do I need to buy the iOS pro to make an app?
I'm not ready to publish it yet, but I created the game on the computer and want to be able to test it on my iPhone so I an change the controls and get it ready to be set up as an app. I read that you need a $400 license to do this but I also ready that unity made it free to publish? I'm not sure and the only license I was able to find was the $1500 dollar one. Can anyone clarify what exactly i need to just TEST my game on my iPhone until I think it's ready to be published. (i'm working on a mac)

No, you do not. The Pro version is for access to particular functionalities. And remove the Unity Splashscreen.
You do need an iOS Developer License from Apple though. (99$)
