[Meta] Is the reputation system flawed?

I think that the reputation system is flawed here. I can't seem to vote anything up because I lack enough reputation (I need 15 repoints) so that makes growing reputation to interact with the site harder: If new people can't vote up (which gives reputation to the person being voted) that means that only a really small subset of the user of the site control the votes, and IMHO the consequence is that new users will probably only get reputation if a "power-user" votes them up, or someone selects their answer, as other new users can't vote up questions, answers nor comments.

In the original SO, you are give 100 rep points when you create the account, which allows you to actually interact with the site's voting system as it is the killer feature of a question/answer site.

So my question is, is this a mistake, or is by design to prevent interaction of new users?

PS: I'm NOT asking how the site works, been in Stack Overflow for a long time now, I'm asking about the metrics used here to get reputation, so I'll change the answer's title.

Ask questions, mark them answered and you will get $$anonymous$$arma. Ask a question someone thinks is good and you will get $$anonymous$$arma. Answer a question and someone thinks it is good, then you will get $$anonymous$$arma. If we gave everyone karma to start with it UA would be flooded with spam.

I know how the system work, thanks you all, but that's not what my question is about. I've changed the title to better reflect that.

@GameVortex, I had added the meta tag to the post. Didn't know that it was required to put it in the title (que FAQ didn't specify that) Thanks @whydoidoit for adding it up :)

I don't believe so no. You need to be an active participant to get enough points to vote and post unmoderated. Stops a lot of wasted voting and most users earn enough $$anonymous$$arma quickly. Having reviewed your answers I've upvoted you answer concerning exporting packages. Answer enough questions and that will happen organically. Sure you answer question on here correctly and don't get upvoted and don't get marked as correct. Fact of life - seems to work ok though. People who really don't belong here get weeded out in moderation.

[$$anonymous$$eta] tag is an "Us" thing not a Unity thing - hence not in the FAQ.
