Is the rigging of this good enough to be a ragdoll, If so, someone please help guide me on how to turn into a ragdoll thanks.

Few problems.
There is no head tip, unless you do not plan on moving the head. I suppose you could just use the neck. . . That's up to you I guess? All other bones seem to exist.
Maybe you just don't have your weight-tool active, but, have weights been applied ? http://www.youtube.com/watch?v=DWVzqorScTM
We can't tell if we can't see him move. Move him around, and as long as there are no major deformations,you should be good to go.
To setup Ragdoll, go to GameObject > Create other > Ragdoll (or click link)...

Well, I didn't see that photo before. Did you have your model in Ortho view while rigging ? That is vital for exact precision . Re-Rigg it in Ortho view. ( Numpad5 ), and at the top left, you should see "ortho" or "perspective" . Alternatively, click View > ortho ( ? I think . .. . )
Cant I create the Character on UNITY because the model is quite basic and then I could make it into a ragdoll and make it a prefab
