GL and Graphics library free in Unity 4.0

Hello, will GL and Graphics library be available in Unity free as of version 4.0 (the comparison site tells in 4.0 low-level graphics access will be unlocked for Unity Free, that is where this question came from), and if so, will it be a full access?
