Is there anything wrong with ragdoll wizard's default value?
I've added a ragdoll character in my game and found the swing of the two elbows are strange(one up,other down). And I check the ragdoll wizard's script in unity3d's wiki below:

It seems that the wizard has set the same axis and angle to both elbows. Is this a bug or there is some special rules of setting up the ragdoll?

Yes, elbows have strange defaults. Look at this tutorial How to make a decent ragdoll in Unity.
