How do I create custom character skins?
I have been trying to figure this out for ages, but there was no help for this anywhere. I was wondering about how I would go about changing the look of the character, rather than the default weirdo builder guy. Is there a template or something? Or is it not as simple as that? I use Unity Free, and this is for a 3rd person game. Thanks.

If you mean like Texture, then Make your Texture in a Image Editing program and then drag it into Unity and then drag it on the model.
But what format would the texture follow? Where do all the parts of the character go in the image?

Import a 3d object by dragging it into the project folder then drag the object into the scene. If you don't have a model download one off of turbosquid.com for free and use it. Read the tutorials on Unity website.

I get how to actually put the texture on the character, but what I don't get is if there is any kind of format that the tecure has to follow. Like, the face going in one place, body in another, the size of the textures, you know? Any help with that?
The position of the face and body on the texture are based on how the creator uv mapped the model which can be anything. You can open the model in a 3d program and export the uv map to be textured, or use zbrush to paint the texture directly on the model.
That is a question about 3D modelling and UV mapping, neither of which you do in Unity directly. Google these and you'll get what you need.
