Unable to import items from package manager - Unable to get local issuer certificate

Hi,

For the last few days I have been continuously getting this error when trying to import or update packages from the package manager, and from searching online there are no other posts really talking about this issue.

It started yesterday when I tried importing ProGrids which never worked so I just carried on with my project, but when I started wanting to add functionality into my code I realised I had no intellisense and my visual studio needing updating through package manager, but I've just been getting the exact same errors.

I'll attach an image with the errors that I am getting into the console:
