Unity does not start - package manager error

Hi, I am new to Unity. I have downloaded the 2018.3.14f1. I installed it and tried to launch it. But I got this error - alt text

I have seen some similar issues in the forums. But they are not exactly similar. Yet, I tried some of solutions provided under the question. But it is still not working. Please help me out. Thanks in advance. [N.B - I am using a laptop , windows 8.1, 64 bit]
