Microphone input to the game while it's running in background

I made this ↑ simple character project using MicControl3 asset.
the character moves his jaw as I talk through my pc microphone so I can use it as my avatar on my live broadcasting.
the problem is that even though I build it with 'run in background' option checked, it responds to my mic voice only when the window is focused.
I understand that you can't give keyboard inputs when the game window is not focused because PC can't decide which window to get the input. but how about mic input? can anyone help me with this please?
(ClownFish(real-time voice changing program) for example. it receives mic input whatever tasks I'm doing... or is it more like a Driver thing?)
