How to see class & member information on hover in Visual Studio?

I am using Unity 2019.1.3f1 and this problem is in both VS 2017 and 2019. Both with Tools for Unity installed. Essentially, intellisense pops up but further information about a class or property does not. I've tried all troubleshooting both with Unity editor preferences, re-installing VS, VS preferences, etc.
