Can't open Edit / Preferences in 2019.4.18f1 Windows 10

I cannot open Preferences in my 2019.4.18f1 Windows 10 Unity. Projects open fine, I can access Visual Studio, Project Settings etc. I am not getting any console warnings.

I've tried removing and reinstalling Unity & Unity Hub.
