Developing plugin dll for 2019,how to refrence UnityEngine.UI ?

In newer Unity versions , UnityEngine.UI has separated into packages . in this case ,UnityEngine.UI.dll is no longer exist. Which means I can't import these dll to my plugin project How could I reference them for a plugin project?
