I can't rig a character successfully in the programs I have
I am currently using the latest version of blender3d and I cannot successfully rig a character in this software. I have looked online for auto-rigging softwares but all cost too much money for my current game budget. If anyone knows a software that can auto-rig for free please link me. Or if you can rig yourself and would be kind enough to help rig I would be grateful.

Isn't mixamo free for characters with less than 10k polys? If you have more than that it's like $80 or something isn't it. If you have a lot of high poly characters to model I guess that could get pricey.

Blender has an extension called Rigify which you can activate by heading to the user preferences (CTRL+ALT+U) switching to the Addons-Tab and searching in the "Rigging" category.
Once you've activated the addon you can add a humanoid rig (Shift+A -> Armature -> Human). This rig is fully Mecanim compatible. Adjust the bones to your character then select the character, Shift-select the armature, hit CTRL + P and choose "With automated weights". Blenders automated weightpainting sometimes needs a bit of manual adjustment but most of the times it's working great. If you now export your character with the armature you should be able to apply a humanoid avatar to it and add mecanim animations. You can even add jaw and eye bones in Blender and utilize them in Unity.
Rigify has another feature which is the auto-rigging. If you select the Human armature and head to the Object-Data tab (Options panel) you can scroll down to "Rigify Buttons" and hit Generate. This will give you a full rig with IK and FK switching and all the other fancy stuff every animator dreams of.
Even for non humanoid character, I have no problem in rigging and animating them for both I$$anonymous$$ and F$$anonymous$$ before exporting the .fbx to Unity, I was even surprised at the fact that the I$$anonymous$$ rig works in Unity.
If OP's problem is on creating/setting up the rig for Blender, then OP should look for tutorials and example on how to create a rig.
