Developing for Xbox 360
on which page of the Microsoft site, I ask for the license to develop games in Unity 3D

Do you really want that? Because it's not that easy: you have to become certified microsoft developer and buy development kits and so on, so unless you have a big studio you won't be approved by MS.

It is actually easy and you do not have to be big, go to: http://create.msdn.com/en-US we are a small 5 person studio. I would recommend getting an LLC and your federal EIN, also a Dun & Bradstreet Credibility Corp number to speed things along. Your looking at about a grand to get the ball rolling and the rest is up to you. Feel free to contact me if you have any questions reguarding the matter.
Isn't that XNA only? would you be able to use Unity in your development? Would you release your games in a box (as major games) or just on XBox marker place (or whatever it's called)? There is big difference between XNA and proper developer...

You would be able to use the new version of unity with the proper licenses from Unity. Any XNA/Indy game can make it to Arcade if pitched to MS just have everything in order and most of the game done. There are a few differences between XNA and full developers. You are limited to developing for Indy market, Windows PC and Windows 7 Phone. No access to the connect API for 360. You do not need to set release dates for projects. You have access to other developers that will help beta test your game (free of charge, I get tons of feedback and helpful advice doing this instead of just my friends). All media sold is DRM (Digital Rights Media) meaning you never have to produce a single hard copy. The biggest drawback is that it can take up to 30 days to publish.
Just remember that some popular Indy games can sell 50k+ copies at 240MS points (3.00) and with this engine you can also release the same game on mobile and pc markets greatly increasing your following that will buy your next game.
