UnityPackageManager.exe Disappearing When Opening/Making a Project?

Ok, so every time i open or make a project unitypackagemanager.exe would disappear. Then, when i ran upm.exe it would start then try to connect to the server then fail to connect. There was only one time when it loaded and worked, every other time it didn't. Whats the issue?
