Rotating a joint rotates the whole body?

Hello,

I am trying to make a horse's neck move. I figured that rotating its neck joint should do this. When i do this in editor i am able to see its neck moving.But, when I am trying to rotate it around the x axis in the script , the whole body of horse moves.

am doing something wrong?
