Few questions about LOD?
Looking through the scope of a gun (not really though, using texture), will LOD stay full detail since the player can then see further?
Or if a cutscene triggers, will LOD be in full detail if the scene is happining in the distance, since the cutscene camera is near?
Or does this need to be programmed in? Does the Built-In Unity PRO LOD have a specific variable set for unityscript in order to manipulate it?

No. You'll have to use LODGroup.localReferencePoint, LODGroup.ForceLOD, or change the bounds of the LODs.
Or if a cutscene triggers, will LOD be in full detail if the scene is happining in the distance, since the cutscene camera is near?
Yes. Distance is relative to the camera.
