Unity is not up to date.
Is Unity suppose to give me a link in the Editor to let me download latest version? If so, it isn't doing it.

In the editor? No. It updates to the last stable version, not the latest patch release. (I think!)
When there is one available it'll ask you.

So the 5.2.1 is not the last stable version? (Because I am still on 5.2.0f3) Unity - Update
The latest 'final' release is not deemed stable until it is tested for bugs. So I guess the last stable is 5.2.0f3 as 'all' the bugs for that release have been found and catalogued.
Sometimes my editor doesn't log an update until there have been 3-4 $$anonymous$$or releases! Some releases contain pretty drastic bugs. It'd be bad to offer a streamed update in this case as those who like to stick with what they've got (and are mid project) would be more tempted to take a build that could potentially break their work.
By definition, by downloading from the website you have made that decision and are prepared for breakages.
Yes, they intentionally don't publish every Update to the Editors for the reasons meat5000 stated above.
