After Load Scene
I wanted to make it after the scene is loaded, start an animation and when that animation finishes the scene start.

Make a new scene, load that instead of the scene you want to load last of all, put the animation in it and tie up a command to your script to load the last scene.
Would take a bit of work but it sounds like a great idea.
@outneumbrd If you want to load it in the background like he said, which should (maybe) prevent most video stuttering and interruptions, then you wanna make sure that you use Scene.LoadSceneAsync(). $$anonymous$$aybe trigger it at the start of the animation, and every frame check if it's done yet; if it is then maybe make a thing appear letting the player know he can skip (and allow them to skip) if it's a cutscene.
If, rather than having a cutscene, you chose to use a loading background, you could have the loading screen loaded into memory at all times, and tell the game to automatically set the active scene to the desired level once said level is done loading.
