Unity as plugin to existing native app

Our company has existing native apps that are essentially multimedia therapy players. Every individual gets (potentially) different content.

We want to add dynamic content. What I would like is to find a game platform, like Unity, where we can bundle a scene and have it downloaded into the app if that dynamic content is assigned to a user.

My son and I use Unity for VR programming, and I like it. I can't find any information that suggests I can bundle game content and load it into existing apps. Is it possible?

The alternative is something like Corona Cards, and I am not a fan of that platform.
