How does Time.captureFramerate work?

Hi! You'll see, i made a simple program using Unity which allows me to easily animate characters live, like you would with puppets. I intend to use it in two modes. The first which allows me to perform live, as it is right now, i do this with a simple screen capture program, which works ok for what it does. & the second mode should be rendering a good quality video, which i could then upload to social media. The second mode is the one i'm having trouble right now. My first approach would be to simply lock the FPS to 15, & the time scale to .25, so i could capture video as normal, then speed up the video to get 60fps. Then i figured out someone would have tried to do something similar, & found out that there's a function named: Time.captureFramerate. My question is: the framerate means "fps"? if i input 60, then i'll get 60 pictures per each second? Or can someone explain me better how does it work? Or there is another better approach? Thnks!
