Custom Window not appearing when downloading asset,Windows not showing up after asset download

I'm trying to download an asset (specifically uframe ECS pro) but when I download the asset, the custom tab that would normally appear in the window tab isn't there. can someone please explain this? its very confusing because i haven't seen it anywhere else.
