Does the license allow for this scenario?
If I use Unity Pro at work in a professional capacity, can I use Unity Personal as a hobbyist at home? No Unity work would be shared between personal projects and work projects.

That would be fine. As per the tier eligibility, you may use Unity Personal as long as your income solely from personal game development is below $100,000 USD. The financial thresholds for Unity Personal are separate from your professional work.
