Found the problem. Needed to recalculate bone roll and it fixed EVERYTHING
Blender To Unity Rig & Animations Deformed
So when I export this model I rigged and animated in Blender to Unity as .FBX, the animations seem to be a bit misplaced, even the reference pose animation.
It only deforms at that specific area, i checked the knee ik's and moved them a bit, no problem there.

Any suggestions are ideas to fix this? It's gotten really frustrating
