How to balance a TD

I'm making a TD game and I need to balance it so its neither too easy nor too hard, and it doesn't have godly combos.
How do I do this? just trial and error?
How do you think people will accept the game if I update it every time someone find something I didn't think about that makes the game much easier? (like a special tower layout or a tower combo)

You'll need to first design your game in your head and on paper, and then decide what is going to make it hard, and what is going to make it easier. i.e What sort of combos will make it harder, and what sort of combos will make it easier.

In most cases you will need to constantly fine tune your game, and tweak it so it isn't too easy or too difficult. Also get a friend or two to play who have never played it before and get their opinion on whether its too hard or too easy.

And of course, test, test, and do more testing. The more testing you do the less chance you'll have of releasing your game and then somebody finding some way to easily beat the game. (This is where friends can come in again too).

Many games are released and people find an easy way of beating the game. Often if your game is good enough then they will try to beat the game in another way and try to find that other easy way of beating the game, so its not neccessarily a bad thing :p

Good luck.
