If you set it to 512 it will be reduced to 256 * 512. Let's say your artist creates this huge texture for your 4K windows game on high end hardware, but the same game goes onto mobile. then you just change the max size to the lowest size that's just enough to look good and you reduced the size without keeping each variation of it somewhere in the project.
What about upscaling .. if you set 512x1024 to 2048 for example
It's a maximum size. The image won't be upscaled. And anyway, what would be the point? Doubling the image size on import, for example, couldn't result in information being added. It would have to involve interpolating pixel values. Displaying that image that had been scaled up on import would look no different to displaying the original image at double the size.
