Shuriken Particles - Is this effect possible without scripting?

Hi all,

I'm pretty new to using particles and I've been trying to create something similar to the Unreal Elemental logo intro they made last year, video below: https://youtu.be/EfnLe_mwH4s

Is it possible to create something similar if not the same as the video above with the standard Particle editor and no scripting. If so can someone offer some advice or point me to some tutorials?
