You should never open a project directly from a folder in your dropbox. It will constantly update files when you change / save anything inside the editor. The Temp folder is a temporary folder Unity uses to store intermediate results of it's building process. When the Dropbox application put it's hand on those files they might get locked by the OS so Unity can't work with the files.
If you want to share your project via dropbox it's usually better to work with a folder outside of your dropbox and either copy your project folder into the dropbox or create a zip archive and put that into the dropbox when you want to share it.
If you really want to keep working directly inside the dropbox folder, you might want to exclude the temp folder from synchronisation in the dropbox settings.
