How to create fake reflections and bake spotlight cookies in URP?

I just upgraded my project to Universal Render Pipeline (using Unity 2019.4.3.4f1 on Windows 10) and want to bake some HDR reflections and spotlights into the floor. I placed some light and reflection probes in the scene and tried to bake them but nothing is happening. How would YOU do this in URP?
