Multiple Spotlights Causing Light 'Flares"

I am currently working on a racing game, using spotlights on street lamps for lighting. At a few sections of the track, I get areas that are intensely lit, and I am unable to understand why. All the lights are marked important. These patches only turn off whenever I have all the lights turned off, and are not affected by car headlights. ANy help would be greatly appreciated!
