Package Manager is missing in the Window menu on version 2018.2.7f1

I upgraded my project to the version 2018.2.7f1 but TextMesh Pro screwed up and I have to repair it, but in the Window menu there's no longer the Package Manager button. How do I open that window? Thanks.

it should be there, window>package manager.. i’d recomend you to send a mail to unity..

There is a bug in Unity where if there are any errors in the console, the Package $$anonymous$$anager window doesn't appear. https://issuetracker.unity3d.com/issues/package-manager-is-not-available-if-there-are-any-errors-in-the-console-while-opening-a-project
