If you mean drawing tool, Gimp is free on all platforms and can do some work.
Unity has support for 2D game development with most required features built right into it.
@SachWithIn There was not support for 2D development in Unity few versions back. During that time 2D Tool $$anonymous$$it was one of the great tools that used to provide features for 2D game developmetn like sprite rendering, 2D colliders, sprite atlasing and so on. But later Unity started providing great support for 2D game development with all these features integrated in Unity itself.
If You Mean 2D Drawing Tools Then Paint Tool Sai, Gimp, Inkscape, Krita are free and best for drawing.
