Error "Package Manager Window had an error while completing an operation: System.ArgumentException: JSON parse error: The document is empty." (2019.2.0)

The package manager won't load whatever I try.

I get this error.

Package Manager Window had an error while completing an operation: System.ArgumentException: JSON parse error: The document is empty..

Googling this error gives almost no results, so I'm not sure what to do about it.
