cannot update to latest Unity IAP,trouble updating to newest Unity IAP

when attempting to update Unity IAP, it allows me to download and import the update, and I see it in Package Manager in 'my assets'. But in 'my projects', it doesn't allow me to 'update to'; it continues to say 'import' even though it's already been imported.

Any insights are appreciated.
