i'd make a base roadmap model in something like sketchup (cos i like sketchup), and the build the buildings seperatley, and put them in your desired position on the map in unity.

Houdini and Urban Pad 2.5 are both great procedural modeling tools.

I have created some pretty detailed (procedurally modeled) roads and buildings (cityscapes) in Houdini. Houdini is now free with their Apprentice version.

I just recently started using Urban Pad., but have found it to be quite useful as well.

Best of luck!

you could check out www.procedural.com City Engine. Great tool to create cities. A bit expensive though. You could alternatively use greeble plug-in for Max.

There's also CityScape by PixelActive which seems to be a very cool tool for creating cities really quickly. However, it comes with an impressive price tag.

Or You could just do it the old fashioned way, building your assets from the bottom up, importing them as prefab blocks, and such. There are a few procedural creation methods to make them look random. [WebSearch] "

Procedural city generation if you are into Blender their is a very nice script for procedural city generation called Suicidator link follows: arnaud.ile.nc/sce
