OVRPlayerController falls through Runtime created terrain

I have an OVRPlayerController with an attached C# script that creates a bunch of terrain tiles, each with a different imported RAW heightmap. The terrains render nicely and all that, but the controller just falls straight through the terrain features and comes to rest at y=1.01. I can only walk around at that altitude and the controller passes straight through the terrain features. I've seen a lot of people with this issue, but I haven't seen any runtime solutions that work for me. Also, has this bug been fixed in the Unity update?

Drop the Standard Assets FPC and test - still happen?

Yeah, I tried that and it still happens

I've not seen any bug reports of standard FPC falling through standard Terrain and I've tested it myself in 4.6, 5.x; your runtime terrain is suspect, I'd look carefully at that.

I am doing terrainData.SetHeights(0,0,heightData), then I am setting the terrain data for my particular terrain equal to terrainData. The terrain updates but the collider does not.
