Comments cannot be shown in Firefox and Chrome?

Viewing in Firefox and Chrome browser, I could only see like 'Add comment · Show 4'.

Mouse-hovering on that 'Show 4' text, an underline appears.

But clicking on that 'Show 4' text, doesn't take any effect.

Comments are used for the debugger not for user use

Does this occur consistently, or just for a single question? Can you link to a question where this happens?
